Supervisor Parlin recommending the Board:
1) Find that a public benefit is derived from supporting the Kelsey Community Association/Old Kelsey Schoolhouse effort to provide a community center and meeting hall for the community of Kelsey, which is also frequented by residents of Garden Valley, Georgetown and other nearby communities; and
2) Approve and authorize the Chief Administrative Officer to sign a funding Agreement, consistent with the County’s standard form and upon the approval of County Counsel, with the Kelsey Community Association authorizing payment of the $5,000 community funding contribution in support of these efforts.

DISCUSSION / BACKGROUND
The Board has shown support to provide assistance to the many community centers and community halls in the County as they recover from a loss of revenue due to being shut down during the COVID-19 pandemic. The Old Kelsey Schoolhouse is an asset to their community, and they experienced a revenue loss as a result of the COVID-19 pandemic. Due to being closed down for COVID, their non-profit lost $4100 in revenue for 2020, and $4800 in revenue for 2021, when compared to pre-COVID annual revenues. Prior to COVID-19 shutdowns, funding for upkeep of the building relied mostly on meager profits from a monthly community breakfast. During the 2020 and 2021 COVID shutdowns, expenses were paid using part of a Certificate of Deposit that had been earmarked for building improvements. Besides resuming the monthly breakfast fundraisers, funds are now being sought by direct donations from the community, and several grant sources, as the building is in need of renovation. The Kelsey Community Association’s Community Funding Request Application is attached.
ALTERNATIVES
The Board could choose not to approve the funding request, and no funding would be provided in support of these efforts.
