Fiscal Impact/Change to Net County Cost: There is no fiscal impact related to this item. Department's budget will be included in the County's overall budget proposal.
 
Reason for Recommendation: Department of Transportation (DOT) is presenting an overview of the DOT proposed fiscal year 2012-2013 budget. The total department proposed operating budget includes appropriations of $91,485,231, General Fund revenue of $1,230,889, other revenue of $83,726,951 and use of fund balance of $6,527,391. Additionally the department manages various Countywide-Special Revenue Funds with an overall proposed budget that includes appropriations of $15,454,860, revenue of $4,964,063, and use of fund balance of $10,490,797.
 
The DOT is responsible for the following funds:

Road Fund (Road Operations and Capital Improvement Program)
Erosion Control
Road District Tax
Placerville Union Cemetery
 
Enterprise Funds
Placerville Airport (Operations and Capital Improvement Program)
Georgetown Airport  (Operations and Capital Improvement Program)
 
Internal Service Fund
Fleet Management
 
Board Governed Districts
Zones of Benefit (101 zones)
 
General Fund
County Engineer
Cemetery Operations
 
Countywide Special Revenue Funds
Traffic Impact Fee Funds (8 funds)

County Engineer Time and Material Deposits
 
Facility maintenance and capital programs are being transitioned to the Chief Administrative Office and are not included in the DOT recommended budget for fiscal year 2012-2013.
 
Action to be taken following Board approval: The department's budget will be included with the County overall budget proposal and brought back to the Board for adoption during budget hearings.
