Title
Health and Human Services Agency recommending the Board consider the following:
1) Approve and authorize the Chair to sign Memorandum of Understanding 450-M1410 with Marshall Medical Center for a term of May 4, 2014 through May 3, 2020 to designate Marshall Medical Center as a Level III Trauma Center; and
2) Authorize the Director, Health and Human Services Agency, or designee, to execute further documents relating to Memorandum of Understanding 450-M1410, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term.

Background
The designation of “Trauma Center” in the State of California is the responsibility of the local Emergency Medical Services Agency (LEMSA) in accordance with the California Health and Safety Code - Division 2.5 and California Code of Regulations - Title 22. The County has authority over its Emergency Medical Services (EMS) Agency and can designate a hospital in the County as a Trauma Center.
The American College of Surgeons (ACS) verifies four tiers of trauma services (Level IV is the lowest and Level I is the highest) and inspects hospitals seeking trauma level certification. In 2009, ACS inspected Marshall Medical Center (Marshall) as part of Marshall’s application to be verified by ACS and designated by the County as a Level III Trauma Center. Based on the ACS’s findings, the County entered into MOU 483-O0190 on July 28, 2009 thereby designating Marshall as a Level III Trauma Center. This designation by the County and the Certification of Verification issued by ACS both expire on May 4, 2014.
