General Services Department recommending the following pertaining to the purchase of the Chili Bar property on the South Fork of the American River:
1. Authorize staff to work with the American River Conservancy to continue negotiations for purchase of said property; and
2. Approve recommendation for the expenditure of up to $2,500 from the River Trust Fund to pay for a portion of the real estate appraisal for said property.
RECOMMENDED ACTION: Approve.

Background:
On October 3, 2006, the Board approved item No. 3, authorizing the General Services Department to submit a joint application with the American River Conservancy (ARC) to the State for grant funding from Proposition 50, California River Parkways Program. If the application was successful, the intent was to use the grant funding to purchase the Chili Bar put-in facility on the South Fork of the American River. General Services has now learned that the ARC has been awarded $1,100,000 to complete the transaction. Upon completing escrow, the ARC will deed the property over to the County.
Reason for Recommendation:
The first step is to obtain a fair market value appraisal for the property. The cost of the appraisal is approximately $7,500.00. ARC has agreed to pay $5,000 and would like the County to reimburse the remaining $2,500. The money is available in the River Trust Fund.
Action to be taken following Board approval:
1. General Services will use River Trust Funds to reimburse ARC up to $2,500 to help cover the cost of a real estate appraisal.
2. ARC will negotiate purchase of the property and deed same to County
