DISCUSSION / BACKGROUND
On April 7, 2026 (Legistar file 26-0542), the Board approved and adopted a Resolution authorizing the Caldor Fire Grizzly Flats Homeowner Rebuild Program (HRP), the use of up to $550,151 in Affordable Housing Special Revenue Funds to support the program, and administration of HRP by HomeAid Sacramento through a Memorandum of Understanding (MOU).
The Affordable Housing Special Revenue Fund is comprised of funds generated from contributions through established County Development Agreements. There are currently no formally adopted policies or procedures specifying the use of funds within the Affordable Housing Special Revenue Fund.
The proposed fund use and balance amount below are approximate due to the continued contributions to the funds from building permit activity through the established Development Agreements.

The approved funds will help leverage HomeAid’s donation of labor and materials to provide permanent housing for qualifying applicants in the Grizzly Flats area whose primary residences were destroyed by the 2021 Caldor Fire and have been unable to rebuild. The HRP will provide up to $73,318 in forgivable assistance to each eligible applicant, and unused funds will be returned to the County for redistribution to other eligible applicants until all approved funds are expended or returned to the County for reallocation back into the original funding sources.
