Assessor’s Office recommending the Board:
1) Waive the 180-day waiting period for extra help employment of CalPERS retired annuitant to fill a critically needed position within the Assessor’s Office;
2) Adopt and authorize the Chair to sign Resolution 045-2024 authorizing the appointment of Rebecca A. Klare as a retired annuitant for the position of extra help Supervising Appraiser, effective March 21, 2024; and
3) Authorize an exception to Personnel Rule 604.5 to hire the annuitant at Step 5.

DISCUSSION / BACKGROUND
The Assessor’s Office has a current vacancy rate of roughly 20%, including a 38% vacancy rate in the Appraisal Unit where all transactions related to real property funnel through before they are posted to the Assessment Roll. Upon receiving a two week notice from an Appraiser, on 3/14, the Assessor saw an opportunity to bring in a Retired Annuitant, which will put the Assessor’s Office in a position to be more prepared to finish our work for submitting the roll.
Rebecca A. Klare retired from the County of El Dorado in the position of Supervising Appraiser, effective December 14, 2023. The Assessor’s Office would like to appoint Rebecca A. Klare as a retired annuitant for the position of extra help Supervising Appraiser for the County of El Dorado, effective March 21, 2024.
By state law, CalPERS retirees are required to wait 180 days before returning to work in an extra help capacity with a PERS agency; however, the waiting period can be waived by the governing body of the agency, who must certify the nature of the employment and that the appointment is necessary to fill a critically needed position sooner than 180 days. The appointment must be passed by resolution by the governing body in a public meeting and must be approved as an action item rather than on a consent calendar.
