There is no Net County Cost associated with this rate change. It is anticipated this rate change will result in increased revenue.

Background
The Health and Human Services Agency (HHSA), on behalf of the County, contracts with the State to serve as the Mental Health Plan (MHP) for the County. HHSA, as the MHP, provides a comprehensive system of mental health services for the residents of the County, including mandated services, through both County staff, and through contracted service providers, as appropriate. The County’s Psychiatric Health Facility (PHF) is an essential component of HHSA’s system of mental health services. The PHF is a 16-bed acute care facility designed to provide 24-hour psychiatric stabilization and treatment services for those persons who meet criteria under Welfare and Institutions Code 5150, which is defined as imminent danger to self or others, or gravely disabled due to a mental disorder. In addition to serving HHSA clients, HHSA also contracts with the counties of Alpine, Amador, Calaveras, Colusa, Mono, Nevada, Plumas, Shasta, Solano, and Trinity to provide PHF services to their clients based on available beds.

For many years, the State provided counties a Short-Doyle/Medi-Cal Schedule of Maximum Allowance (SMA) rate in accordance with Welfare and Institutions Code Section 5720 (a) and (b).
