Department of Transportation recommending the Board consider the following pertaining to the Pony Express Trail Recessed Edge-Lines & Pedestrian Safety Improvements Projects, Capital Improvement Program project numbers 36105071 & 36105073, Contract No. 7449:
1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and
2) Authorize advertisement for construction bids.
FUNDING: Funding for both projects include the following: Highway Safety Improvement Program (59%) and Regional Surface Transportation Program Advance - Exchange (41%). (State Funds)

DISCUSSION / BACKGROUND
The Pony Express Trail Recessed Edge-Lines & Pedestrian Safety Improvements Projects (Project) will install recessed thermoplastic edge lines on Pony Express Trail from Carson Road to Sanders Road in Pollock Pines and add rectangular rapid flashing beacons, ADA ramps and landings, and thermoplastic crossings at three locations in the County: Sly Park Road at USFC/Sugarloaf Fine Arts Camp Crossing, Pioneer Trail at High Meadow Trail, and Silva Valley Parkway at New York Creek Trail.
This project is State funded. Therefore only California Environmental Quality Act (CEQA) compliance is required. A CEQA Notice of Exemption was filed June 23rd, 2022, for the Edge-lines, and a CEQA Notice of Exemption was filed Sept 18th, 2023, For the Pedestrian Safety Project.
No environmental permits or right-of-way is needed for this Project.
Authorization for construction funding has been received for this Project.
ALTERNATIVES
1) The Board could choose not to approve the Contract Documents. Transportation will make any changes requested by the Board and return at a later date.
2) The Board could choose not to authorize advertisement for construction bids. Transportation will make any changes requested by the Board and return at a later date.
3) The Board could choose to cancel the Project.
