Human Resources Department recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 052-2025 to approve, due to an upward reclassification, the deletion of 1.0 full-time equivalent (FTE) Administrative Secretary allocation and the addition of 1.0 FTE Administrative Technician allocation in the Probation Department; and
2) Waive the requirement for filling the Administrative Technician position through a competitive examination process, allowing the Administrative Secretary incumbent (position 1213) to be appointed to the position as provided for in Section 507.1.2 of Personnel Rules.

DISCUSSION / BACKGROUND
At the request of the Probation Department, Human Resources (HR) conducted a classification study of one encumbered Administrative Secretary position in the South Lake Tahoe Division. This study employed a point-in-time and whole-job analysis approach, evaluating the positions based on core duties, responsibilities, level of work, and required qualifications. The analysis determined that the scope of work aligns with the Administrative Technician classification, which involves paraprofessional-level technical administrative support, coordination of program-related processes, and the application of compliance knowledge to meet departmental procedures and State and Federal regulations.
The study concluded that the incumbent has been performing at the Administrative Technician level for more than one year. Therefore, HR recommends that the Board approve reclassifying this position and the incumbent from an Administrative Secretary to Administrative Technician classification.
Upon the Board’s approval, all conditions for the upward reclassification and the waiver of examination under Personnel Rule 507.1.2 will be met.
