Sheriff’s Office recommending the Board:
1) Make findings that the provision of removal and transportation services of decedents provided by Contractor are in the public’s best interest and there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B);
2) Make findings to waive the competitive bid process in accordance with County's Procurement Policy Section 3.4.2(a), because of a technological, specialized, unique character of the service;
3) Authorize the Chair to sign Agreement 7990 with Green Valley Mortuary, Ltd., for transportation services for a not-to-exceed amount of $500,000 for the term January 1, 2024, to December 30, 2026; and
4) Authorize the Purchasing Agent to increase the agreement on an “as-needed” basis during the awarded period as long as funding is available within the requesting department’s budget.

DISCUSSION / BACKGROUND
On January 7, 2020, your Board approved Agreement 4464 with Green Valley Mortuary Ltd., for the provision of removal and transportation of decedents within the boundaries of El Dorado County. Green Valley staff are available at all times to pick up decedents and transport them to the morgue at the Sheriff's Offices. These services assist in providing closure to the families of the decedents and ensure that the individuals are transported in a safe and humane manner.
Although, the Sheriff’s Office has an open morgue, there is not a feasible means for bringing a decedent from the place of death to the morgue. The Sheriff’s Office needs to continue receiving these services and is bringing this Agreement 7990 for a three-year term, and compensation of a not-to-exceed total of $500,000.
ALTERNATIVES
The Board could not approve this agreement and direct an alternative for transporting decedents to the morgue.
