DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board adopt and authorize the Chair to sign the attached Resolution, thereby approving revision of the name of the Mental Health Commission to the Behavioral Health Commission, and adopting the revised Bylaws of the El Dorado County Behavioral Health Commission pursuant to California Welfare and Institutions Code Section 5604.

DISCUSSION / BACKGROUND:
California Welfare and Institutions Code Section 5604 requires all counties to establish a mental health advisory board or commission. The County of El Dorado Board of Supervisors established the El Dorado County Mental Health Commission (Commission) and adopted Bylaws for the Commission through previous actions on February 29, 2000 and October 21, 2014. Resolution 177-2014 will be superseded by this Resolution 058-2018.

The Commission determined a need to review its Bylaws, and update its name, to ensure compliance with current statewide best practices, incorporating substance use disorders and mental health treatment into an integrated approach to client treatment. Changing the name of the Commission from the Mental Health Commission to the Behavioral Health Commission aligns County of El Dorado with best practices being implemented throughout the State of California and also fulfills one of the prerequisites needed if the County opts into the Drug Medi-Cal Organized Delivery System waiver.
