Environmental Management Department recommending the Board:
1) Find in accordance with County Ordinance Code Chapter 3.13, Section 3.13.030(B), specialty skills and qualifications not expressly identified in County classifications are involved in the performance of landfill maintenance services;
2) Award RFP 2025-0120 to Doug Veerkamp General Engineering, Inc., for as-needed landfill maintenance services at County-owned landfills;
3) Award RFP 2025-0120 to Joe Vicini, Inc. for as-needed landfill maintenance services at County-owned landfills;
4) Approve and authorize the Chair to sign as-needed Agreement 10017 with Doug Veerkamp General Engineering, Inc., in the amount of $300,000 for a term of three years, effective upon final execution; and
5) Approve and authorize the Chair to sign as-needed Agreement 10018 with Joe Vicini, Inc., in the amount of $300,000 for a term of three years, effective upon final execution.
FUNDING: Non-General Fund / County Service Area 10 - Solid Waste funds.

DISCUSSION / BACKGROUND
The County issued RFP 2025-0120 seeking qualified contractors to provide on-call general engineering and operational support services necessary to maintain day-to-day operations at County landfill and wastewater treatment facilities. These services are required to supplement County crews and ensure continuous compliance with environmental, regulatory, and operational standards.
The scope of work under this RFP included:
• Mixing and burying sludge
• Placement of temporary and permanent soil, synthetic, or clay cover material
• Erosion control, including drain line maintenance, silt fencing maintenance, sediment removal, and hydroseeding
• Grading and paving (resurfacing must be less than 1 inch)
• Dirt and gravel road maintenance
• Brush removal
• Pumping
• Slope maintenance and planting, including seeding and hydroseeding
• Pipe and valve maintenance
• Spray irrigation
• Perimeter fence maintenance
