Environmental Management Department recommending the Board authorize the Chairman to sign Agreement 053-A-08/09-BOS with Global Labs Inc. dba California Laboratory Services (CLS) in an amount not to exceed $300,000 for a three-year term to provide analysis of groundwater, surface water, wastewater, soil, hazardous materials and hazardous waste sample testing for the Union Mine Landfill, Union Mine Wastewater Treatment Facility, Solid Waste and Hazardous Materials Division, Environmental Health Division and the River Management Program; and make findings that an independent contractor can more economically and feasibly perform work in accordance with County Ordinance Chapter 3.13, Section 3.13.030.
FUNDING: County Service Area (CSA) No. 10 and River Management Program.

Background: The Environmental Management Department is requesting to enter into a Contract with California Laboratory Services (CLS) to provide analytical testing of groundwater, surface water, wastewater, soil, hazardous materials and hazardous waste sample testing for the Union Mine Landfill, Union Mine Wastewater Treatment Facility, Solid Waste and Hazardous Materials Division, Environmental Health Division and the River Management Program. The Environmental Management Department has had three distinct contracts with CLS for water sampling associated with Hazardous Materials, Union Mine and Environmental Health.
