Fiscal Impact/Change To Net County Cost:  No change.  The Agreement is funded with a blend of Federal and State funds with County share of cost or required match met with realignment or other non-General Fund resources.  Funds are budgeted for FY 2011-2012 and will be budgeted for future fiscal years.
 
Compensation for Services:  Payments are made to Consultant based upon monthly invoicing for actual services performed and documented per contract requirements.  County agrees to pay Consultant monthly in arrears and within thirty (30) days following County's receipt and approval of itemized invoice(s) identifying services rendered.
 
Termination:  Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate Agreement without cause in seven (7) calendar days upon written notice.
 
Background: Agreement 098-S0911 with Fiscal Experts, Inc. in the amount of $90,000 for the provision of specialized financial consulting services for the Department of Human Services, which is now a division of the County of El Dorado Health and Human Services Agency, was approved and executed by the Board on August 5, 2008 for the term of August 15, 2008 through August 14, 2011.
 
Reason For Recommendation:  Funding for Social Services programs consists of multiple California Department of Social Services (CDSS) allocations with diverse requirements and complex allocation mechanisms that require Health and Human Services Agency (HHSA) Department of Human Services Division (DHS) to maintain appropriate staffing levels in order to draw down maximum available Federal and State dollars.  Fiscal Experts, Inc. has contracted with several counties within California for the provision of specialized financial consulting services to assist these counties to capture the maximum revenues available associated with intricate Social Services funding streams.  Consequently, the Consultant is uniquely qualified to provide HHSA/DHS with similar specialized fiscal consulting services to assist County in realizing like gains.  Consultant's past services have resulted in HHSA/DHS maximizing revenues and minimizing County share of costs.  Revenues received from Social Services funding streams are approximately $41 million per year ($22 million for Social Services program administration and $19 million in assistance programs).
 
Agreement for Services 021-S1210 with Fiscal Experts, Inc. will become effective for a three-year period upon County execution and will allow HHSA/DHS to discover further opportunities for additional revenue enhancements while acquiring a more comprehensive and constructive understanding of the mechanisms of CDSS funding streams.  
 
This Agreement for financial consulting services is separate and distinct from the Agreement with the same vendor to provide web-based time-study services and related support for the Time Study Buddy software tool (Agreement #258-S1110).  Separate contracts are necessary due to the difference in contract term, scope of service and compensation structure.  Separate contracts will also allow for better contract tracking, administration and oversight.
 
Purchasing Agent Recommendations:  The Purchasing Agent has determined that it is appropriate to dispense with a competitive selection process and, in accordance with Board of Supervisors Policy C-17, Section 7.4.1, concurs with department's request to contract with this independent Consultant.
 
Concurrences: County Counsel, Risk Management, and Human Resources have approved Agreement for Services 021-S1210
 
Action To Be Taken Following Board Approval:
1) Chair to sign two (2) originals of Agreement 021-S1210.
2) Board Clerk's Office to return one (1) original Agreement to HHSA/DHS at Briw Road
3) HHSA/DHS to distribute as appropriate.
