Title: Health and Human Services Agency recommending the Board authorize the Chair to sign retroactive Amendment I to Agreement for Services 004-S1211 with Progress House, Inc. for a not-to-exceed amount of $1,250,000 during the term of July 1, 2011 through June 30, 2014 for the provision of therapeutic counseling, classes, substance abuse testing and treatment, residential treatment and transitional housing services on an “as requested” basis. Fiscal Impact/Change to Net County Cost: No change.  The Agreement is funded by the Federal/State Social Services allocation (85%) with required County match (15%) met primarily with realignment resources.  Funds for anticipated annual expenditures are budgeted for FY 2011-12, and will be included in the County Budget Requests for FY 2012-13 and FY 2013-14
 
Background: Pursuant to Welfare and Institutions Code Sections 16501-16508, the County of El Dorado Health and Human Services Agency (HHSA) is required to provide services that promote reunification of children and families in the County's Child Protective Services Program.  Progress House provides these mandated services on an "as requested" basis for clients referred by HHSA .
The provision of therapeutic counseling, classes, substance abuse testing and treatment, residential treatment and transitional housing services and other related services continue to prove to be a successful tool for promoting reunification of families served by the HHSA Child Protective Services Program.  Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible HHSA clients.  Services are accessed on an "as requested" basis and are provided in accordance with case plans authorized by the El Dorado County Superior Court system.  
 
Reason for Recommendation:  Amendment I amends Article III - Compensation for Services, to correct rates for services that were inadvertently misstated, retroactive to July 1, 2011, the start date of the Agreement.  Article II - Term, Article VII - Nondiscrimination, Article X - Debarment and Suspension Certification and Article XXIV - Insurance, were amended to conform to current County language.  There are no changes to the $1,250,000 not-to-exceed amount of the Agreement or the July 1, 2011 through June 30, 2014 term of the Agreement.  
 
Purchasing Agent Recommendations:  The County Purchasing Agent has reviewed the Agency's request to amend  this Agreement and concurs that it is in compliance with Board of Supervisors Policy C-17.
 
Action to be taken following Board approval:  
1.  Chair to sign two (2) originals of Amendment I to Agreement for Services 004-S1211
2. Board Clerk to return one (1) original executed Agreement to Health and Human Services Agency at 3057 Briw Road.
2.  Department to distribute as appropriate.
