Human Resources and Health & Human Services Agency recommends the Board adopt Resolution 196-2011 adopting the Merit Classification of Program Manager II, with some modifications, with a Job classification number (JCN), salary schedule, and the Managers bargaining unit as previously assigned.

Reason for Recommendation:
The Health and Human Services Agency (HHSA) has determined that the Merit classification of Program Manager II can be utilized as a County classification in it's new department structure.  When using Merit classification for Merit positions, the County is responsible for assigning a job classification number (JCN), salary schedule, and bargaining unit, but Merit "owns" the classification.  Some classifications are utilized for both Merit and the County positions, in which case the County must have their own job description. The Program Manager II has been previously used as a Merit classifcation, so a JCN , salary schedule and bargaining unit (Managers Association) has already been established for that class.  In order to use the Program Manager II class for County positions, the County must adopt its' own job description.
 
Action to be taken following Board approval:
Board Chair to sign the attached resolutions and forward to Human Resources for  implementation.
