Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this grant. If this application is successful, the County could receive $450,000 over a three year term.
Background: Health and Human Services (HHSA) became aware of this grant opportunity in early November, and the application was due to the grantor by November 22, 2011, leaving insufficient time to bring it to the Board prior to the deadline. HHSA advised HRSA that its application could not be considered binding until approved by the Board of Supervisors. HHSA would like to proceed with application for this grant and brings this request to the Board for approval of the application.
HRSA is offering three-year grants, with a total amount of up to $450,000 for projects that improve access to health care and health care coverage for low-income individuals in rural areas.
The EDC Path2Health Rural Services Project (project) will improve access to health care and health care coverage for eligible low-income rural residents of El Dorado County. The proposed project will assist the County in the effective implementation of a mandated Low Income Health Program (LIHP), known as Path2Health, which will begin in January 2012 in all thirty-four (34) County Medical Services Program (CMSP) counties. The Path2Health LIHP is consistent with Federal and State goals for health care reform. The proposed grant project, involving county-wide partnerships and coordination of safety net providers, is complementary and essential to promoting the Path2Health LIHP in El Dorado County, particularly as it relates to rural populations.
