Title
Health and Human Services Agency recommending the Board authorize the Chair to sign Community Mentor Agreement S11-00243T for Graduate Nursing Students with The Regents of the University of California, a California Constitutional Corporation, on behalf of its University of California Davis Health System to provide a field experience component for graduate nursing student trainees. The term of the Agreement is August 1, 2011 through July 31, 2012 and there is no remuneration associated with the agreement.

FUNDING:  Not applicable.
Body
Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement.

Background:    University of Davis System is seeking opportunities to place nursing graduate students with a public health organization to receive field experience. The Health and Human Services Agency, Health Services Department wishes to provide field service experience for said students.

The assigned student trainees will work side-by-side with Public Health staff on projects that are mutually agreed to by both parties and on topics that are public health priorities such as chronic disease, health disparities or access to care. Under guidance of the Public Health Officer and Community Public Health Nursing Manager, the trainees will assist in meeting core public health functions. Association with UC Davis will provide avenues for collaboration and possibly provide more resources for the County.

Compensation for Services:  There is no remuneration associated with this Agreement.
Contract Termination:  Either party may terminate this Agreement without cause at any time by giving sixty (60) days advance written notice of termination to the other party, except that any trainee rotations in progress at the time of notice of termination must be completed before termination takes effect.

Retroactive Term:  This Agreement is retroactive to August 1, 2011 (at the request of UC Davis to coincide with the 2011-12 school term) and will continue through July 31, 2012; however no students shall begin their internships until final execution of this Agreement.

Reason for Recommendation:   Approval of this Agreement will afford the University of California nursing students the opportunity to participate in public health activities as a component of their field experience training. HHSA will benefit from the students' participation in day-to-day Public Health activities, expanding available resources and hopefully expanding the interest of future nurses in the field of Public Health.

Action to be taken following Board approval:
1.      Chair to sign three (3) original Agreement.
2.  Board Clerk's Office to return two (2) signed original Agreements to HHSA.
3.      HHSA to distribute documents as appropriate.
