Fiscal Impact/Change to Net County Cost: No change to Net County Cost. These costs were authorized by the County's MOU with CSAC-EIA and were included in the health benefits budget and premium rates.  There is no additional fiscal impact as a result of this agreement.
 
Background and Reason for the Recommendation:
On February 15, 2011, the Board of Supervisors entered into an MOU with CSAC-EIA to join the CSAC-EIAHealth program. The CSAC-EIAHealth MOU and Proposal states billing and eligibility determinations will be done by a third party administrator selected by the CSAC- EIAHealth Committee.  The MOU also authorized the Committee to charge an administrative fee(s) for the services in administering the program. Employee Benefits Specialists (EBS) is the third party administrator for the EIAHealth Program.
 
After the CSAC-EIA Health program was implemented, EBS submitted a Statement of Work (SOW) to the County for signatures effective retroactively to May 9, 2011.  While the MOU with CSAC-EIA authorizes payment to EBS, the SOW details services, provides service guarantees and sets forth the obligations of EBS to the County.  
 
Action to be taken following Board approval:
Kim Kerr, Assistant Chief Administrative Officer will sign the Statement of Work subject to County Counsel's approval.
