Health and Human Services Agency, Mental Health Division, recommending the Board authorize the Chair to sign Memorandum of Understanding 082-162-M-N2011 with Marshall Medical Center, City of Placerville Police Department, and County Sheriff's Office, addressing guidelines for the detention, assessment and disposition of individuals experiencing psychiatric emergencies. This Memorandum of Understanding will become effective upon signature by the parties hereto, and will remain in effect until terminated by one or more of the parties. There is no remuneration for services between the parties pursuant to this Memorandum of Understanding.

Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Memorandum of Understanding (MOU).
Background: The Health and Human Services Agency (HHSA), Mental Health Division (MHD), is charged with the responsibility of providing mental health services for persons with serious mental illness or serious emotional disturbance. Marshall Medical Center (Marshall) provides emergency and acute medical care services in the area known as the Western Slope of the County. Both the City of Placerville Police Department and the County Sheriff's Office provide law enforcement services in the areas of the City of Placerville and the County, respectively.
On the Western Slope of the County, when law enforcement officers believe a mentally disordered person requires psychiatric emergency services (PES), the individual is transported to the Marshall Emergency Department for medical clearance and care by Marshall as appropriate, and for psychiatric evaluation by MHD pursuant to Welfare and Institutions Code 5150.
This MOU sets forth the roles and responsibilities of the parties and establishes guidelines to be followed for the detention, assessment, and disposition of individuals experiencing psychiatric emergencies.
Compensation for Services: There is no remuneration among the parties for services provided pursuant to this MOU.
Contract Termination: This MOU commences upon signature by all parties hereto, and will continue until terminated by any of the parties. Any party may terminate this MOU in whole or in part upon seven (7) calendar days written notice.
Reason for Recommendation: Approval of this MOU is intended to facilitate a coordinated response by the parties to situations involving psychiatric emergencies, thus ensuring that patients in need of PES assessment services will receive timely and appropriate evaluation and care.
Action to be taken following Board approval:
1. Chair to sign five (5) original Memorandum of Understanding.
2. Board Clerk's Office to return four (4) signed original MOU to HHSA - Mental Head Division.
3. MHD to distribute documents as appropriate.
