Fiscal Impact/Change to Net County Cost:  None.  The grant is providing 100% funding and no County match is required.
 
Background:  On September 13, 2011, your Board adopted Resolution No. 154-2011 authorizing the Sheriff and authorized agents to apply for the Fiscal Year 2011/12 Homeland Security Grant Program funding opportunities.  
 
On November 18, 2011, the Sheriff's Office received notification from the California Emergency Management Agency that based on the application submitted, El Dorado County is being awarded $317,027.  El Dorado County is the subgrantee and provides funding for planning, equipment, training, planning and exercises costs to the Sheriff's Office, Public Health, Environmental Management, Fire Districts, the cities of South Lake Tahoe and Placerville, and other eligible local agencies.
 
Reason for Recommendation:  El Dorado County applies for this grant annually.  The Sheriff's Office received the grant award letter and is bringing this item back to your Board with a Budget Transfer to establish the budget so it is consistent with the grant application and recommendations of the Approval Authority, as well as add items to the approved Fixed Asset list.
 
As required by the Homeland Security Grant, on April 8, 2003, your Board created an Approval Authority, representing the cities of Placerville and South Lake Tahoe, the Sheriff, Fire Districts, Public Health and Environmental Management to approve the distribution of the grant funds at the local level.  The Approval Authority met and approved a plan for allocating the grant funds to equipment and training.
 
With regard to grant purchased equipment, the County, as the Operational Area lead agency, will purchase and loan equipment to other participating agencies, or sub-grant funds to the agencies to purchase equipment and eventually transfer ownership of the equipment to participating agencies after grant audits are completed.  In the event the County, as the Operational Agency, has to reimburse an agency for purchases made with grant funds, a reimbursement agreement will be prepared, reviewed by County Counsel and executed by the Sheriff or his desginee to authorize reimbursement to the appropriate agency.  Approval of this recommendation will expedite the process of completing purchases within grant required timeframes.
 
Action to be taken following Board approval:  The Auditor's Office will enter the Budget Transfer, and the Sheriff's Office will begin working with sub-grantees and the California Emergency Management Agency to begin spending the grant funds for essential equipment and training.
