Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement. The increase to the not-to-exceed was anticipated in the Fiscal Year 2011-12 budget.

Background: October 26, 2010 the Board approved the original Agreement with Foothill Indian Education Alliance via board item 10-1106. That Agreement was developed to provide Cultural Specialists from the Native American community to conduct the Wennem Wadati (A Native Path to Healing) program which is a culturally-specific intervention strategy to address gaps in service, health disparities, and the effects of traumatic stress in the local American Indian community.

This program was identified in the County’s approved MHSA Prevention and Early Intervention (PEI) Plan and specifically calls for the Foothill Indian Education Alliance (serving as the fiscal agent) to provide services through the Native American Resource Collaborative. This Collaborative is comprised of representatives from four local agencies and represents members of the local American Indian community who are also service providers, and therefore well aware of gaps in service, health disparities, and the effects of traumatic stress within the home and community at large.
