Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this grant.  If this application is successful, the County could receive up to $300,000 for Federal Fiscal Years 2012 and 2013.
 
Background:  The Innovative Projects program has been made available to the State of California through the United States Department of Agriculture and is intended to provide nutrition education to Californians participating or eligible to participate in CalFresh (formerly known as the Food Stamp program).  Health and Human Services Agency (HHSA), Social Services Division (SSD), became aware of the California Department of Social Services (CDSS) grant opportunity December 9, 2011.  The initial grant application was due to CDSS by December 16, 2011, thereby leaving insufficient time to bring it to the Board for review and approval prior to the application deadline.
 
Reason for Recommendation:  Health and Human Services Agency, Social Services Division, recommending the Board approve an initial grant application to the California Department of Social Services to participate in their Innovative Projects program, which is associated with the Federal Supplemental Nutrition Assistance Program Education (SNAP-Ed) program in the not-to-exceed amount of $300,000 for Federal Fiscal Years 2012 and 2013 and further authorize the HHSA Director to execute, upon receipt, any additional documents required by CDSS from HHSA to complete the grant application process.  If HHSA's grant application is successful, HHSA will return to Board with grant documents for execution.
 
HHSA's initial grant application proposal focuses on providing nutrition-based education to El Dorado County's low-income population.  If awarded this grant, HHSA will act as a fiscal agent by offering and awarding nutritional education grants to various local Community Based Organizations and partner agencies chosen by a Request for Qualifications process (grantees).  Grantees will provide nutrition education information and materials through workshops and social marketing outreach campaigns to CalFresh recipients and eligibles in an effort to teach the importance of and ways to increase fruit and vegetable consumption, physical activity and food security in order to decrease preventable diseases.
 
Action to be taken following Board approval:
1) Board Clerk's Office to provide two copies of Certified Board Minutes demonstrating Board approval of HHSA's grant application to HHSA/SSD at Briw Rod
2) HHSA/SSD to submit certified Board Minutes to grantor.  
3) HHSA Director to execute any additional documents required by CDSS necessary to complete the grant application process.
4) If HHSA/SSD's grant application is successful, Agency to return to Board with grant documents for execution.
