Title: Health and Human Services Agency, Community Services Division, recommending the Board: 1) Adopt Resolution 018-2012 authorizing the Chair to sign Agreement 11-10461 with the California Department of Public Health, in the amount of $3,208,000 for the provision of Supplemental Food Program for Women, Infants and Children (WIC) services to eligible residents of El Dorado and Alpine counties during the term October 1, 2011 through September 30, 2014. Title

1) Adopt Resolution 018-2012 authorizing the Chair to sign Agreement 11-10461 with the California Department of Public Health, in the amount of $3,208,000 for the provision of Supplemental Food Program for Women, Infants and Children (WIC) services to eligible residents of El Dorado and Alpine counties during the term October 1, 2011 through September 30, 2014. Fiscal Impact/Change to Net County Cost:
No change.  The maximum amount payable by the State to the County of El Dorado under this Agreement is $3,208,000 for the three-year term of October 1, 2011 through September 30, 2014.  The California Department of Public Health has allocated $952,000 for FFY 2011-12; $1,069,000 for FFY 2012-13 and $1,187,000 for FFY 2013-14.  A portion of the funding is budgeted for FY 2011-12.  The remainder will be budgeted in future fiscal years.  
 
Background:
On September 13, 2011 the Board approved a funding renewal application to the California Department of Public Health for provision of the Supplemental Food Program for Women, Infants and Children services during the term October 1, 2011 through September 30, 2014.  The subsequent agreement is now being submitted for execution.
 
Reason for Recommendation:
The Supplemental Food Program for Women, Infants and Children (WIC) is federally funded and regulated to provide supplemental food, referral services, and nutrition education for eligible women, infants and children under the age of five.  The El Dorado/Alpine County caseload is currently 3,200 participants per month, and the Program is serving at capacity.
 
Upon execution, the agreement is retroactive to October 1, 2011.  It was received from the State on January 11, 2012, and processing was expedited.  
 
Action to be taken following Board approval:
Board Clerk to provide Health and Human Services at 3057 Briw Road with:
1.      Two (2) full copies of WIC Agreement 11-10461 signed by Chair.
2.      Three (3) face sheets of WIC Agreement 11-10461 signed by the Chair.
3.      Two (2) Local Government Name Change forms signed by the Chair.
4.      Two (2) Certified Resolutions.
