Fiscal Impact/Change to Net County Cost:   There is no Net County Cost associated with this Agreement for an ambulance services consultant. The Health and Human Services Agency (HHSA) has budgeted sufficient appropriations for this additional expenditure.
 
Background:    HHSA had originally contracted with this consultant specifically to assist in the development and implementation of a Request for Proposal for County Service Area No. 3 (CSA #3) due to the consultant's expertise and knowledge in the area of ambulance service systems design and compliance requirements.  Amendment I expanded the scope and increased compensation to allow for a broader, County-wide review and analysis of ambulance services structure, design, and funding mechanisms.  
 
At this time, the Agency wishes to further expand the scope and increase compensation of the existing Agreement to continue the County-wide review and analysis of ambulance services structure, design, and funding mechanisms; mediation of Emergency Medical Services Agency issues; revision and update of the ambulance ordinance to include new permitting processes; and EMS Agency Plan updates. The consultant will provide recommendations for system design and approaches to contracting for ambulance services.
 
Compensation for Services:   Itemized invoices based on deliverables are paid within forty-five (45) days of receipt and approval.
Contract Termination:  This Agreement may be cancelled without cause by the County with seven (7) calendar days written notice.
 
Retroactive Term: Upon determination that this Agreement needed to be extended and the not-to-exceed amount increased, every effort was made to process the Agreement as expeditiously as possible by all parties to the process.
Reason for Recommendation:  Approval of this Amendment II to Agreement 834-PHD0409 will provide critical expertise to support County staff in reviewing, and analyzing the current Ambulance Ordinance and EMS Agency Plan updates, and addressing ambulance services issues throughout the entire County.
 
Action to be taken following Board approval:
1)  Chair to sign three (3) original Amendments II to Agreement 834-PHD0409.
2)  Board Clerk's Office to return two (2) signed Amendments to Public Health.
3)  Public Health to distribute documents as appropriate.
