Title: Health and Human Services Agency, Community Services Division, recommending the Board adopt Resolution 026-2012 authorizing the Chair to sign Amendment 1 to Agreement 09-86018, and the accompanying Contractor Certification Clauses CCC 307, with the California Department of Health Care Services, increasing the maximum agreement amount by $3,000,000 from $4,500,000 to $7,500,000, and extending the term to June 30, 2014 to enable El Dorado County to continue to claim federal revenues for allowable Medi-Cal Administrative Activities (MAA). Fiscal Impact/Change to Net County Cost:  No change.  Amendment 1 to Agreement 09-86018 allows El Dorado County to claim up to $7,500,000 in revenues for eligible activities documented during the period July 1, 2009 through June 30, 2014.  Eligible activities are invoiced, and revenues are received, in arrears and are budgeted annually based on the expected number of participating agencies and projected activity levels. To avoid amendments to their claiming contracts, the State requests that each county set a ceiling that is far greater than expected actual claim amounts.  The $7,500,000 maximum revenue amount allowed to be claimed over the five-year term is much higher than anticipated actual, but allows flexibility for participation by additional local agencies and/or greater than expected activity levels.
 
Background:  The California Department of Health Care Services (DHCS) is responsible for administering the California Medi-Cal Assistance Program, of which Medi-Cal Administrative Activities (MAA) is a component.  The State is required to enter into cooperative arrangements with local government agencies (LGA's) to ensure the appropriate administration of the MAA Program, and the LGA (El Dorado County) may claim federal Medicaid matching funds for assisting the State in the proper and efficient administration of the Medi-Cal Program.  On June 2, 2009 the Board of Supervisors adopted Resolution 113-2009 authorizing the execution of Agreement 09-86018 in the amount of $4,500,000 for coordination of claiming activities under the MAA Program in El Dorado County during the term July 1, 2009 through June 30, 2012.
 
Reason for Recommendation:  Certain programs administered by Health & Human Services perform eligible Medi-Cal Administrative Activities (MAA).  Several local non-profit agencies such as New Morning Youth & Family Services, Inc. perform, and may claim revenues for, eligible MAA activities.  The Health & Human Services Agency acts as the El Dorado County liaison for receipt of all MAA revenues.  Revenues are based entirely on reported eligible activities.  Participating agencies receive 80% of the State funds received as a result of County invoices to DHCS.  Invoiced amounts reflect work done on behalf of El Dorado County.  The County retains a 10% Administrative Fee and a 10% Audit Reserve.  The State Department of Health Care Services compensates El Dorado County in arrears based on reported and documented prior-year activities.
 
Amendment 1 to Agreement 09-86018 increases the total agreement amount to $7,500,000 and extends the term through June 30, 2014 to allow for continuation of MAA Program activities.
 
Action to be taken following Board approval:
1)      Board Clerk to provide Health & Human Services at Briw Road, with five (5) copies of Amendment 1 to Agreement 09-86018, two (2) CCC 307 and two (2) certified resolutions signed by the Chair.
2)      Health and Human Services to distribute as appropriate and return one fully executed Agreement to the Board.
