FUNDING:  Highway Bridge Program, Regional Surface Transportation Program, 2004 General Plan Traffic Impact Mitigation Fee Program and various other Capital Improvement Program (CIP) funding sources that fund the Department's CIP projects.

Fiscal Impact/Change to Net County Cost:
The Department of Transportation (Department) budgeted $50,000 in FY 2011/2012 and anticipates budgeting the remaining $850,000 in subsequent Fiscal Year budgets for these Agreements.  Funding for these Agreements will be provided by the Highway Bridge Program, Regional Surface Transportation Program, 2004 General Plan Traffic Impact Mitigation Fee Program and various other Capital Improvement Program (CIP) funding sources that fund the Department's CIP projects.
 
Background:
The Procurement and Contracts Division completed a Request for Qualifications (RFQ) process for the Department in February 2011.  Based upon the results of that RFQ process, the Department conducted a Request for Proposals process in August 2011.  The firms of CH2M Hill, Inc., Dokken Engineering and Drake, Haglan & Associates, Inc. were determined to be highly qualified to provide the structural engineering support services required in these proposed Agreements.
 
Reason for Recommendation:
The Department recommends the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under these Agreements that are not expressly identified in County job classifications.
 
Under the subject Agreements, the consulting firms will perform various structural engineering support and geotechnical services to assist the Department's Engineering Division.  The structural engineering portion of the Scopes of Work will include preparation and/or review of structural calculations, plans, specifications and estimates; analysis of structural elements (e.g., bridge, abutment, foundation and pier); review and consultation of structure type selection and constructability/staging.  The geotechnical portion of the Scopes of Work will include field investigation; geologic reconnaissance; soil testing, soil drilling and borings; geotechnical engineering and analysis; preparation of Geotechnical and Foundation Reports; structural inspections and material testing of existing structures.  Both disciplines are engineering specialties for which there are no County job classifications.
 
The requested services may be used sporadically throughout the development and construction of a project.  The Department will assess the needs of a project and complexity of design to determine the use of consultant services.  Bridge projects typically span five years.  
 
Board of Supervisors Policy C-17 requires the Board of Supervisors approval for contracts exceeding three years; therefore, the Department is seeking Board approval since the terms of the Agreements exceed three years.
 
The Purchasing Agent reviewed and provided approval of the Department's request to process these Agreements for structural engineering support services and concurs that the Department's request is in compliance with Board of Supervisors Policy C-17.
 
The El Dorado County Employees Association, Local #1, has been informed of these proposed Agreements.
 
Action to be taken following Board approval:
1. The Clerk of the Board will obtain the Chair's signature on the two originals of each of the subject Agreements.
2. The Clerk of the Board will forward one original of each of the fully executed subject Agreements to the Department for further processing.
