Fiscal Impact/Change to Net County Cost: None. Expenditures for purchases made relative to this Reimbursement Agreement are offset by Homeland Security Grant funds.
Background:
Previously, your Board established the Approval Authority to administer the use of Homeland Security Grant funds. The Approval Authority consists of represenatatives from the City of Placerville, City of South Lake Tahoe, Sheriff's Office and Fire Districts. The Approval Authority approved the disbursement of $87,000 to the El Dorado County Emergency Services Joint Powers Authority (JPA) for the purchase of electronic patient care recording and tracking software. Due to the urgency of receiving this equipment, the JPA proceeded with the purchase of the equipment. As a result, this agreement is retroactive to August 30, 2011, which is when the JPA was invoiced for the purchase of the equipment. These purchases were approved by the granting agency, Cal EMA.
Reason for Recommendation:
Due to the need to enter in licensing agreements with the vendor, the JPA was required to purchase the equipment directly from the vendor and also ensure the equipment was purchased in compliance with Homeland Security Grant requirements. Approval of this recommendation will allow the Sheriff's Office to reimburse the JPA in an amount not to exceed $87,000, and subsequently receive Homeland Security Grant funds to offset 100% of the costs.
Action to be taken following Board approval:
Upon execution of this agreement, a copy will be provided to the JPA, and the Sheriff's Office will reimburse the JPA upon receipt of invoices.
