Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this budget transfer request.  
 
Background:  CalWORKs assistance grants provide cash aid to eligible families to help pay for food, housing and other necessary living expenses.  Funding for this program has traditionally been 46.9% Federal, 50.6% State with a required 2.5% County share of cost.  
 
AB 118 and ABX1 16, also known as 2011 Realignment, established the CalWORKs Maintenance of Effort (MOE) Subaccount under the Health and Welfare Trust Fund.  Beginning in FY 2011-12, realignment funds that would otherwise be deposited into the Mental Health Subaccount under Chapter 89 of the Statutes of 1991 are instead deposited into the CalWORKs Maintenance of Effort (MOE) Subaccount to pay an increased county share of CalWORKs assistance grant costs. The funds deposited in this subaccount will be equal to the County's total annual CalWORKs contribution, are not transferrable to other accounts under the Health and Welfare Trust Fund and are not factored into the calculation for the Sales Tax Growth Account allocations.
 
Mental health programs previously funded by 1991 Realignment are now funded by revenue earmarked for 2011 Realignment.
 
Reason for Recommendation:  Approval of this budget transfer request establishes a budget for the new CalWORKs MOE Subaccount under the Health and Welfare Trust Fund in accordance with Welfare and Institutions Code Sections 17600.10 and 17601.20.  Revenue deposited into the CalWORKs MOE Subaccount will be used to meet the County's CalWORKs MOE matching requirement.
 
Action to be taken following Board approval:
1. Chair to sign the Budget Transfer Request.
2. Board Clerk's Office to forward signed Budget Transfer to Auditor-Controller's Office for processing.
