Fiscal Impact/Change to Net County Cost:  The amount of this Amendment is $242,000 for a total contract amount of $380,000.There is no Net County Cost associated with this Amendment II.  
 
Background:  Maxim Healthcare Services, Inc. provides temporary employees to augment County personnel for the Psychiatric Health Facility (PHF), Crisis Residential Treatment (CRT) facility and/or Psychiatric Emergency Services (PES). Temporary staffing provided under this Agreement are typically registered nurses, licensed vocational nurses and mental health workers. The Mental Health Division is able to use Maxim as a relief pool to meet the staffing and licensing requirements mandated by the State, and by critical needs such as "one on one" supervision.
 
Higher than anticipated census in the PHF and CRT, and increased need for "one on one" supervision have resulted in the need for increased staffing. The Agency is actively recruiting personnel to staff the PHF and CRT; however, continued need for staffing during this process has exceeded expectations and requires an increase in the not-to-exceed amount of this agreement.  In addition, the Agency recommends extending the term of the Agreement to provide for relief staffing in the future on an "as requested" basis should the need arise.
 
Compensation for Services:   Payments are made to Contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed in Exhibit A of the contract.
 
Contract Termination:  This Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate the Agreement without cause upon seven (7) calendar days written notice.
 
Reason for Recommendation:  Approval of this proposed Amendment II will ensure (1) sufficient appropriations for staffing during the recruitment process and (2) continue to provide access to temporary staff on an "as requested" basis should future need arise.
In accordance with Board of Supervisor's Procurement Policy C-17 Section 7.10, Health Services coordinated the outside review of the scope of services along with the Contractor's qualifications and has provided the results to the Procurement & Contracts Division.
 
Action to be taken following Board approval:
1.      Chair to sign three (3) original Amendments II.
2.      Board Clerk's Office to return two (2) original Amendments II to the Health and Human Services Agency, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
