Fiscal Impact/Change to Net County Cost:
Total estimated project costs are $1,251,000. The United States Department of Transportation - Federal Aviation Administration (FAA) will fund 90%, or $1,125,900, of the estimated costs.  The Department will apply for a California Aid to Airports matching grant, which would cover 2.5% of the 90% FAA grant award, for a total of $28,148. The Department is proposing that the required County match of $96,952 be provided by the ACO Fund.  There will be sufficient savings in the ACO Fund to provide for the $17,437 required for the current Fiscal Year.  FY 12/13 matching funds, in the amount of $79,515, will be included in the Department's FY 12/13 budget. Details on these Projects and funding requirements are included in the attachments.  
 
Reason for Recommendation:
The Placerville and Georgetown Airports serve the general aviation needs of Placerville, Georgetown and the surrounding unincorporated area of El Dorado County.  The FAA provides grants for airport expansions and repairs, and suggested the Department submit the applications to receive the grants.  Acceptance of the grant funding will allow the County to comply with the FAA's recommended improvements and complete necessary repairs.
 
The Habitat/Security Fence and Gates (Placerville Airport Project No. 93124), proposes to construct approximately 19,000 linear feet of eight-foot high chain link fence around the Airport property and 2,000 linear feet of six-foot high chain link fence around the Airport Office and Fixed Base Operator areas.  The fence and gates are needed to protect the named airport facilities and aircraft from human and animal incursion.
 
The Water Line and Fire Hydrant to New Apron Area Project (Placerville Airport Project No. 93122), includes construction of a new 10-inch water line running 1,200 feet from existing facilities, plus three new fire hydrants.  These fire hydrants will be located along the south end of the tee hangar development area. Additional hydrants can be added along the edge of the aircraft parking apron in the future when needed.
 
The Crack Seal and Remark Runway 5-23, Taxiways, Aprons, and Tee Hangar Taxilanes Project (Placerville Airport Project No. 93123), and the Crack Seal, Joint Seal and Mark Runway, Taxiways, Aprons, and Tee Hangar Taxilanes (Georgetown Airport Project) (Projects), propose to router and seal cracks in the asphalt tie-down and taxiway areas on the ramps and place slurry seal over entire area.  These Projects include taxiway connector extensions and remarking of ramps and runways to indicate threshold alignment.
 
The Change Runway End Identification Markings and Signs Required by Changes in Magnetic Declination Project (Georgetown Airport Project), re-identifies the runway end markings and updates the signs to reflect the new angle between magnetic north and true north.  This Project is required by the FAA to enable accurate navigation of the runway.
 
Action to be taken by the Department following Board approval:
The Department will submit applications to the FAA for federal grant funding for the three (3) Placerville Airport projects and two (2) Georgetown airport projects indicating the required match funds in the amount of $96,952 have been authorized.
