Fiscal Impact/Change to Net County Cost:  There is no fiscal impact to the Net County Cost
 
Background: The Board is asked to appoint Randall Rafoth, Risk Manager,  to serve as the Primary Board Member to the California State Association of Counties Excess Insurance Authority (CSAC-EIA), with Kim Kerr, Assistant Chief Administrative Officer, as the Alternate Member.  The County is a member of CSAC-EIA and participates in various excess insurance and health benefit programs including, but not limited to, general liability, worker's compensation, property, medical malpractice, and health insurance benefits.  The County's agreement with CSAC-EIA requires the appointment of a Primary and Alternative Board Member from each county member organization.
 
Reason for Recommendation:  It is to the County's advantage to appoint County staff to actively participate in the CSAC-EIA program.  In the event the Primary Board Member cannot attend a CSAC-EIA Board meeting, the Alternative member needs to attend in the Primary Board Member's place, or the County will be unrepresented.
 
Action to be taken following Board approval:  Risk Management will forward a copy of the Board's minutes approving the Primary and Alternate Board Member appointments to CSAC-EIA.
