Sheriff's Office recommending the Board Declare an emergency to purchase and replace critical equipment in the Placerville Jail, authorize the Sheriff's Office to work with the Purchasing Agent and dispense with competitive bidding due to an emergency in accordance with County Ordinance Code Section 3.12.160 to replace two water heaters, and authorize the Chief Administrative Officer to utilize Accumulative Capital Outlay (ACO) funds in an estimated amount of $350,000 to cover the replacement and installation costs of two water heaters. Fiscal Impact/Change to Net County Cost: None. Funding for this project is available in the ACO budget. Originally, the projected was budgeted for $275,000; however, based on updated information it is anticipated actual costs will be approximately $350,000.
Reason for Recommendation: Replacement of the two water heaters has been budgeted in the ACO fund; however, the work was never completed. During a recent walk through of the facility the Sheriff's Office and Facilities Manager identified the water heater that provides hot water to the inmate showers and sinks is only operating on one burner and is also leaking water. If this burner fails, hot water will not be available to the inmates in violation of Pursuant to Title 24, Sections 1231.3.2 and 1231.3.4 which states wash basins and showers in detention facilities must have cold, hot or blended water
The second water heater was originally installed at the same time and while it is currently operable, it is exhibiting similar symptoms of failing. Considering the scope of work relative to the removal of the existing water heaters and installation of new water heaters, and based on discussions with Facilities Management, the Sheriff's Office feels it is appropriate to dispense with the competitive bidding process so that both water heaters are replaced as quickly as possible.
Action to be taken following Board approval: The Sheriff's Office will work with the Purchasing Agent and the Acting Facilities Manager to identify a vendor and coordinate the purchase and installation of a new water heater.
