Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with Agreement 065-146-P-N2011; this Operational Agreement has no remuneration for services.
Background:
The Sheriff's Office/Office of Emergency Services, Health and Human Services Agency, Environmental Management Department, and American Red Cross (collectively referred to as "stakeholders") met to develop this Operational Agreement as a means of addressing disaster response and recovery in the community, specifically the mass care and shelter of special needs populations.   
 
This Operational Agreement serves as a basis of mutual understanding and collaboration by which the stakeholders can be most effective for the relief of all persons affected by natural and war-related disaster, nuclear accidents and other emergencies and civil disorders. It establishes consensus among the stakeholders on disaster response, stakeholder responsibilities and a cohesive approach to the management of the County's population in the event of an incident requiring such a response.
Reason for Recommendation:   Approval of this Operational Agreement will establish a basis for the stakeholders to provide a collaborative and cohesive disaster response, specifically with regard to the special needs population of the County.
 
Action to be taken following Board approval:
1.      Chair to sign six (6) original Operational Agreements 065-145-P-N2011.
2.      Board Clerk's Office to return five (5) signed original Agreements to Public Health.
3.      Public Health to distribute documents as appropriate.
