Reason for Recommendation: Attached is a letter from Cleve Morris, City Manager of Placerville, asking the Board to make two appointments to the Placerville oversight board for the former Placerville Redevelopment Agency.  The oversight board will oversee the winding down of redevelopment agency affairs.  The oversight board is required to report its membership to the state on May 1, 2012, so the Board should act at its meeting of May 1st.  The two appointments should be a member of the Board of Supervisors and a public member.  The public member may be a member of the public unassociated with County government, a County employee (although we would recommend that it be a management employee to avoid the question of whether that employee would receive pay for their time on the oversight committee), or it may be a member of the public with some association with County or City government.
 
There is some dispute over whether there needs to be an oversight board in light of the fact that the City's redevelopment plan has not yet gone into effect and the City (Redevelopment Agency) may not therefore be entitled to any tax increment.  It is staff's position that while that issue is sorted out, the Board should make the appointments to the oversight board to ensure a voice in the oversight of the City's activity in winding down the affairs of the Redevelopment Agency.
 
Therefore, staff recommends that the Board appoint two members to the oversight board, one a member of the Board of Supervisors and one a public member.
 
Action to be taken following Board approval: Chief Administrative Office to transmit appointments to the City of Placerville and the California Department of Finance.
