Department of Transportation recommending the Board authorize the Department to proceed with ordering and payment of title reports to commence the acquisition process for the Bassi Road at Granite Creek - Bridge Replacement Project, CIP No. 77128, affecting portions of the following subject parcels:
1) APN 105-09-011, Rand A. Beveridge, Successor Trustee for J.H. Beveridge Trust of 3/12/90, as amended and restated;
2) APN 105-150-29, Rand A. Beveridge, Successor Trustee for J.H. Beveridge Trust of 3/12/90, as amended and restated;
3) APN 006-370-13, Kent Morgan, Trustee for the K. Morgan Revocable Trust of 3/8/2002; and
4) APN 006-370-16, River Rock Ranch GP, Nicola Holmes, Sole Remaining Partner.
FUNDING: Highway Bridge Program Grant Funds.

Fiscal Impact/Change to Net County Cost:
Funding for this portion of the acquisition process will be provided by Highway Bridge Program grant funds.
Background:
The Bassi Road @ Granite Creek - Bridge Replacement Project (Project) is located in the community of Lotus. The existing bridge is structurally deficient and does not meet current traffic needs. The new bridge is proposed to be two lanes to meet current traffic needs and current design standards. The approaches to the new bridge will be widened along with improvements to the drainage along Bassi Road. Construction is anticipated to begin in spring 2016.
Reason for Recommendation:
The Department of Transportation (Department) was awarded a Highway Bridge Program grant for the Project. The Project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The CEQA Mitigated Negative Declaration and the NEPA Finding of No Significant Impact will be prepared and brought back to the Board for approval.
The research of all potentially affected parcels and the acquisitions of portions of the subject parcels are necessary from the subject property owners to enable the construction of the Project improvements. In order for the Department to research title document records and prepare for negotiations with the subject parcel owners, the Department is requesting authorization from the Board to proceed with the acquisition process, including ordering and payment of title reports for the land rights to be acquired.
Action to be taken by the Department following Board approval:
The Department will proceed with the acquisition process for the subject parcels referenced herein, including ordering and payment of title reports for the portions of the subject parcels necessary to construct the Project.
