Fiscal Impact/Change to Net County Cost: No change in Net County Cost.

Reason for Recommendation: The County has historically contracted with Roger Ernst and Associates, Inc. of Modesto, California for the auction and disposal of County personal surplus property. The Procurement and Contracts Division was notified at the begining of the calendar year that Roger Ernst and Associates is no longer in business and therefore, this agreement is needed to secure a new vendor for the necessary services as there are several months of surplus inventory that needs to be removed as soon as possible.

The Procurement and Contracts Division negotiated a 5% flate rate commission on all rolling inventory and a 10% flate rate commission for all stationary inventory of value. All other property of no value declared surplus by the Board of Supervisors is handled under a sepearte contract with Snowline Hospice where all the inventory is picked up and materials recycled.

The Board is being asked to make findings that it is more economical and feasible to contract out the necessary services in accordance with Section 3.13.030 of the County Ordinance, as the contractor specializes in auctioneering services, maintains the facilities to store large quantities of property, and has the specialized equipment necessary to move rolling stock.
