Fiscal Impact/Change to Net County Cost: No change. A recruitment for Mental Health Clinical Nurse was opened in February 2011 and this position is included in the FY 2011-12 County Budget. The additional cost of hiring at Step 5 is offset by savings from the position remaining vacant for the majority of the current fiscal year. Total estimated costs, inclusive of all benefits, for the remainder of the fiscal year are approximately $21,000.

Reason for Recommendation: This Mental Health Clinical Nurse position is assigned to the El Dorado County Psychiatric Health Facility (PHF) and is necessary to meet minimum staffing requirements per California Code of Regulations 9 CCR § 663. This position has been difficult to fill and the Agency has been using contracted staff to meet the minimum staffing requirements.

Ms. Jandoc has 8 years of nursing experience which includes:

· Working with mentally ill criminal offenders, dual diagnosis patients with both chemical dependency and mental health issues, and developmentally disabled individuals.
· Various aspects of locked psychiatric care spanning from behavioral management to successful mental health re-compensation.
· Leading a mental health nursing team.
· Working with a multi-disciplinary team of medical professionals, mental health professionals and law enforcement.
