Probation Department recommending the Board authorize the Chair to sign Amendment 1 to Agreement No. 233-S1110 to increase the term by one additional year for a total of three years expiring June 30, 2013, an increase in the hourly rate, and increasing the not to exceed total by $73,000, for a not to exceed total of $131,000 for the full term of the agreement; this agreement with Tahoe Youth and Family Services (TYFS) provides on-site alcohol/drug counseling and support to Challenge Program, Substance Abuse Counseling Program, and Family Reunification Program at the Juvenile Treatment Center.
FUNDING: Juvenile Probation Camp Funding and General Fund.

No fiscal impact or change to Net County Cost as funds for these services are included in the Probation Department's proposed FY 2012-13 budget.
Background:
Tahoe Youth and Family Services provides "Program Therapist(s)" for on-site counseling services and support to the Challenge Program, and Substance Abuse Turnaround Education Program (STEP) operated by the Probation Department located at the Juvenile Treatment Center in South Lake Tahoe. Counseling services will include individual and group counseling, family reunification services, Lifeskills, drug and alcohol counseling, and anger management.
Reason for Recommendation:
Amendment I will increase the term of this agreement by one year, expiring June 30, 2013, and increase the not to exceed total by $73,000, to a total of $131,000 for the full term of the agreement.
TYFS has provided these services for the Probation Department since 2006 without any increase in the hourly rate. In order to maintain services the vendor has requested a minimal rate increase, and upon execution of this one-year amendment the rate will increase to $33.75, from $28.75. This revised rate is still below other non-profit vendors contracted by Probation for similar services, and well below the cost of these same services if provided by the County.
Action to be taken following Board approval:
1. Chair shall sign two originals of Amendment I to Agreement No. 233-S1110.
2. Clerk of the Board shall return one original Amendment to Probation.
3. Probation shall forward the original to TFYS with a copy of the executed Amendment forwarded to Procurement and Contracts.
