Health and Human Services Agency and Probation Department recommending the Board:
1) Adopt Resolution 051-2012 approving the El Dorado County 2012 System Improvement Plan for Child Welfare Services/Probation; and
2) Authorize the Chair to sign a Notice of Intent to contract with public or non-profit agencies to provide services in accordance with the Child Abuse Prevention, Intervention and Treatment/Community-Based Child Abuse Prevention/Promoting Safe and Stable Families section of the System Improvement Plan for submission to the California Department of Social Services.
FUNDING: 85% Federal/State Social Services funding with required 15% County share of costs met primarily with realignment resources. Additionally, the Community-Based Child Abuse Prevention (CBCAP) and Promoting Safe and Stable Families (PSSF) programs are 100% federal funds.

Fiscal Impact/Change to Net County Cost: No change. The Agreement is funded with a blend of Federal and State funds with County share of cost or required match met with realignment or other non-General Fund resources. The funding allocation for FY 2011-12 was $15,361 for CBCAP and $97,846 for PSSF. The Child Abuse Prevention, Intervention and Treatment (CAPIT) program is 100% State funds but requires an additional 10% County cash or in-kind match (other than funding provided by the California Department of Social Services (CDSS). The CAPIT allocation for FY 2011-12 was $81,308 with a County match of $8,131. Funds are included in FY 2012-13 County Budget Request and will be budgeted for future fiscal years.
