Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost; Funding is available in the CSA #10 Solid Waste budget for Fiscal Year 11/12 and has been budgeted for Fiscal Year 12/13.

Background: The annual Air Quality Management District Permits for the Union Mine Disposal Site require ongoing, extensive analysis of the landfill gas control system, monitoring of landfill surface gas, perimeter probe testing at and around the site, and monthly reporting on the results of these activities.

In 2006, Assembly Bill 32: the Global Warming Solutions Act (AB 32) was passed, directing the California Air Resources Board (ARB) to begin developing early actions to reduce greenhouse gases and prepare a scoping plan to identify how to best reach the greenhouse gas emissions reduction goal by 2020. On June 17, 2010, the ARB adopted Article 4, Subarticle 6, sections 95460 to 95476, title 17, California Code of Regulations, which reduces methane emissions from municipal solid waste landfills as a discrete early action greenhouse gas emission reduction measure.
