Fiscal Impact/Change to Net County Cost
There is no fiscal impact associated with this agenda item.  
 
Funding for the construction phase of the U.S. 50/Silva Valley Parkway Interchange - Phase 1 Project (Project) will be provided by four sources:  2004 General Plan Silva Valley Interchange Set Aside, Developer Advance Silva Valley Interchange, Silva Valley Interchange Set Aside and Proposition 1B State-Local Partnership Program (SLPP) funds.  The total current estimated cost for construction and construction engineering for this Project is $39,526,000.
 
Background
On January 25, 1961 the State of California declared portions of then State Highway Route 11 in the County of El Dorado (County) to be a freeway.  Subsequent to that action, the State of California and the County entered into multiple Freeway Agreements defining modifications to County roads and to the state freeway consistent with the various configurations of each at the given time.  The most recent Freeway Agreement was entered into on March 2, 1964 with a Supplemental Freeway Agreement executed on June 1, 1964.
 
Reason for Recommendation
As a condition of Project implementation, execution of this Freeway Agreement is required as documentation of modifications to both County roads and the state freeway.  The State of California Department of Transportation (Caltrans) will schedule the Freeway Agreement for the next available California Transportation Commission meeting.
 
Action(s) to be taken following Board approval
1. Upon approval by County Counsel, the Chair will sign four originals of the Freeway Agreement.
2. The Acting Clerk of the Board will forward four originals of the partially executed Freeway Agreement to the Department of Transportation (Department) to send to Caltrans.
 
Action(s) to be taken by the Department following Board approval
1. Upon receipt from Caltrans, the Department will forward one fully executed original Freeway Agreement to the Clerk of the Board for its files.
2. The Department will work with Caltrans and Project partners to finalize Project delivery requirements and will make every effort to return to the Board in late 2012 to request approval of the Project and authorization to advertise for construction.
