Fiscal Impact/Change to Net County Cost:
The requested Board action has no associated fiscal impact.
Background:
On July 19, 2011, the Board of Supervisors awarded a contract to Syblon Reid of Folsom, California for Union Mine Wastewater Treatment Plant construction and renovation of the existing Wastewater Treatment Plant in the amount of $672,000.  On July 22, 2011, Agreement No. 007E-PW-10/11-BOS was signed by Syblon Reid.  
 
Under the contract, Syblon Reid agreed to construct a new Pump Station Building, complete with all excavation, concrete, backfill building, two pump stations, modifications to Blower building, pipe, valves, all underground piping, electrical, conduit, instrumentation, wiring, etc.; construct an aeration system for Effluent Storage Tank No. 2; and construct aeration system for Effluent Storage Tank No. 1, including demolition of the concrete pipe inside the tank. During the commission of the project, it became necessary to place an additional 6'' valve on the decant line to Storage Tank No. 1, and to install strainers on the decant pumps to prevent pipe clogging. These activities were approved by Contract Change Orders in the amount of $10,576, bringing the total cost of the project to $682,576.
Reason for Recommendation:   
This project has been substantially completed and the attached Notice of Completion is submitted for approval by the Board and recordation with the Recorder-Clerk's Office.  Retention funds will be released to the Contractor within forty-five (45) days after the filing of the Notice of Completion.
Action to be taken following Board approval:
1)  The Chair will sign the Notice of Completion.
2)  The Clerk of the Board will send the Notice of Acceptance to the Recorder/Clerk's Office for recordation within ten (10) days and forward a copy of the recorded Notice of Completion to the Department.
3)  Forward executed and recorded Notice of Completion to the Environmental Management Department for further processing.
