Background:  
The Board of Supervisors on August 16, 2011 directed staff to create the Sacramento Placerville Transportation Corridor Oversight Committee.  Staff from the Chief Administrative Office and Department of Transportation has analyzed the interest parties and recommends the committee be a subcommittee of the Trails Advisory Committee (TAC).  
 
Your board has appointed a Trails Advisory Committee which is a subcommittee to the Parks and Recreation Commission and advisory thereto.  Staff proposes that the SPTCOC consist of three members of the Trails Advisory Committee, two representatives from the Railroad, and two property owners for a committee of seven members.  
 
One respresentative Phillip Rose has resigned from the committee and this item recommends Jim Harville as the replacement and John Hovey as the alternate.  The previous action did not identify a respresentative for the El Dorado Western Railroad.  This item recommends William Bellas as the representative for El Dorado Western with Keith Berry as the alternate.  This item aslo recommends Joy Bowles as the Property Owner alternate.
 
This committee will be tasked with the short term and long term management of the corridor.  These activities could include but are not limited to: scheduling of events, volunteer projects, conflict resolution, types of use, and develop a plan for each segment of the corridor.
 
Reason for Recommendation:
This subcommittee will be advisory to the Trails Advisory Committee which is advisory to the Parks and Recreation Commission which will report to the Board of Supervisors.  Staff feels this is a structure that will keep everyone informed and not bypass the already established Trails Advisory Committee and Parks & Recreation Commission.
 
Action to be taken following Board approval:
1. Members will be notified of their appointment by the Chief Administrative Office
