No change to Net County Cost - Appropriations and a purchase order existed in fiscal year 2011-2012, to be re-established in FY 2012-2013. The department has included the appropriation request in the addenda process.
Reason for Recommendation
The Board approved the purchase of a Ford F550 regular cab truck with the adoption of the fiscal year 2011-2012 Department of Transportation budget.   Bids were received for the budgeted vehicle and the Purchasing Agent issued a purchase order on May 10, 2012. The delivery date established for the vehicle was September 30, 2012 at the time of the order.  During year end processing, the purchase order for fiscal year 2011-2012 was liquidated to be re-established after final budget approval and before the delivery date of September 30, 2012. The vendor delivered the vehicle early on August 28, 2012. The Department of Transportation requests that the Board authorize the acquisition of the vehicle prior to final budget approval thereby allowing for the re-establishment of a purchase order in fiscal 2012-2013 in the amount of $61,396.94. This subsequently allows the Auditor/Controller to make the payment to the vendor within the terms of the purchase order.
Sufficient appropriations currently exist in the proposed fiscal year 2012-2013 budget to make this purchase, but appropriations will be increased in the fiscal year 2012-2013 budget addenda by $61,397.
 
Pursuant to Government Code section 29124, Board approval is required to purchase fixed assets prior to the formal adoption of the County's annual budget.
Action(s) to be taken following Board approval
1. The Purchasing Agent will re-establish a purchase order in fiscal year 2012-2013 for Towne Ford Sales in the amount of $61,396.94.
2. The Department of Transportation will submit a claim to the Auditor/Controller for payment to Towne Ford Sales for the Ford F550 regular cab truck.
