Background
The El Dorado Irrigation District (EID) proposes to detach the Shingle Springs Rancheria with concurrent reannexation, to provide services to the affected territory reflecting current land use and development conditions, consistent with the 2009 Memorandum of Understanding between EID and the Shingle Springs Band of Miwok Indians.
 
Reason for Recommendation
Rancheria land is held in federal trust so there is no assessed valuation.  Therefore proposal from the Chief Administrative Office to which EID had agreed by resolution is to maintain the existing shares of the (zero) tax levy.  The distribution of tax increment is shown in Exhibit B to the Resolution.
 
A 60-day deadline applies to the negotiation for the exchange of tax increment.  The negotiation deadline for this project is October 29.
 
Action(s) to be taken following Board approval
Board Clerk to send adopted Resolution to affected agencies and LAFCO so the Commission can proceed with the Shingle Springs Rancheria Reorganization to EID.
