Title: District Attorney's Office recommending the Board consider the following: 1) Approve the purchase of two 2013 four-wheel drive Ford Explorers in the amount of $60,888.32; and 2) Approve a budget transfer increasing revenues and appropriations in the amount of $12,692.81 by transferring funds from Federal and State Asset Forfeiture Special Revenue Funds into the Department’s operating budget, as well as re-designating $47,123.02 in State Supplemental Law Enforcement Services Fund (SLESF) funding that was previously appropriated to Services and Supplies to Fixed Assets to provide sufficient appropriations for the purchase of the two vehicles. District Attorney's Office recommending the Board consider the following:

Fiscal Impact/Change to Net County Cost
This is a cost neutral adjustment to the District Attorney's FY 2012/13 budget.  Existing appropriations totaling $47,123.02 will be transferred from Services & Supplies to Fixed Assets, and appropriations will be increased by $12,692.81 through the use of Asset Forfeiture Funds allocated to the District Attorney.
 
Background
Based on a recommendation by the District Attorney's Office, on September 25, 2012,the Board approved the appropriation of $47,123.02 in SLESF funds to fund "office operations including, but not limited to, equipment, office space, etc." (Item 14)  At that time the Department needed to appropriate SLESF funds received in Fiscal Year 2011/12, but there was not a solidified plan of expenditure so the funds were allocated to Special Department Expense within the Department's budget.
 
Reason for Recommendation
At this time with Department is requesting a redesignation of $47,123.02 for the acquisition of two Ford Explorers.  The remaining $13,765.30 will be funded through the following:
 
$1,072.49 - funds already appropriated in fixed assets.  
$12,692.81 - funding available to the District Attorney as a result of participating in the Federal Asset Forfeiture/Equitable Sharing program.
 
The acquisition of these vehicles will allow employees to travel safely especially during the winter months to the South Lake Tahoe region.  Currently, due to the occasional limited notice received by the courts employees are either driving a pool car (not always four-wheel drive) or their own personal vehicle (at .555 cents per mile) to South Lake Tahoe.  By acquiring two four-wheel drive vehicles there will be greater availability for attorneys and victim witness advocates to cross over the summit, improving the services to victims and timely handling of cases in court.
 
Action(s) to be taken following Board approval
1) Board Chair to sign the budget transfer.
2) Clerk of the Board to forward the budget transfer to the Auditor's Office for processing.
3) Once the appropriation has been established in fixed assets Purchasing will encumber the funds and issue a purchase order to the vendor.
