Procurement and Contracts has been advised that funding is available as follows:
 
Promoting Safe and Stable Families (PSSF) is 100% Federal funding.
 
Child Abuse Prevention, Intervention and Treatment (CAPIT) is 90% funded from sales tax dollars from the State that will be applied to the realigned programs with the vendor providing the 10% match.
 
Reason for Recommendation  
At the request of Health & Human Services Agency (HHSA), the Procurement and Contracts division issued a Request for Proposal for Child Abuse Prevention, Intervention and Treatment (CAPIT) Program and the Promoting Safe and Stable Families (PSSF) Family Preservation and Family Time-Limited Reunification components.  Both programs are prevention services for children, and familes of children, who are abused, neglected or at risk of abuse or neglect, as defined in the CAPIT program (Welfare and Institutions Code Section 18960, et seq.) and Family Preservation, Family Support, and Time-Limited Family Reunification services to families as defined in the PSSF program (Welfare and Institutions Code Sections 16600 - 16605).  Services will be delivered on both the west and east slopes of the County.

Responses were evaluated from staff within the Health & Human Services Agency and the Probation Department on the basis of project Summary, Agency Background Information & Direct Services Provided, Program Design, Data Tracking and Reporting, Overall Evaulation of Program and Program Budget. The Center for Violence-Free Relationships was chosen as the firm whose response best meets the needs of the County.
Action to be taken following Board approval
Following Board approval, the Health & Human Service Agency will process an agreement not to exceed $121,000.00 for FY 2012-13 subject to review, revisions and approval by County Counsel and Risk Management to The Center for Violence-Free Relationships.
