Fiscal Impact/Change to Net County Cost
No change. The Agreement is 100% funded by the 2011 Realignment allocation that the County receives each year from the California Department of Social Services Program with no County match requirement. Sufficient appropriations are included in the Health and Human Services Agency's Fiscal Year 2012-13 Budget.
Compensation for Services
Payments to Lilliput Children's Services are made in arrears within 45 days following the County's receipt and approval of itemized invoices.
Termination
Agreement includes the County's standard Fiscal Considerations termination language, as well as a provision for the County to terminate Agreement without cause in seven (7) calendar days upon written notice.
Retroactive Term
This Agreement has a term of July 1, 2012 through June 30, 2013. Its development and processing required verification of funding availability from the State resulting in a delay to its execution.
Background
The Kinship Support Services Program ("KSSP") was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code §16605. The County submitted a successful proposal to the California Department of Social Services (CDSS) for a start-up KSSP on August 27, 2007. On November 27, 2007, the Board awarded Request for Proposal 08-918-020 to Lilliput Children's Services, the sole responder for provision of KSSP services. The County of El Dorado is one of eleven State-approved KSSP provider counties that receive annual grants from CDSS for the continuation of existing KSSP services.
Reason for Recommendation
The primary purpose of the KSSP is to assist kinship caregivers in understanding and accessing services available to children living with relatives other than their own parents, thereby reducing the number of children who are entering the traditional foster care system. The ultimate goal is to strengthen families while providing a safe, stable, and nurturing environment for the children. Agreement for Services 183-S1311 allows for the continued provision of KSSP services by Lilliput Children's Services during the term July 1, 2012 through June 30, 2013.
Purchasing Agent Recommendations
The County Purchasing Agent reviewed HHSA's request for this contract and concurs that it complies with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.

1) Chair to sign two (2) originals of Agreement 183-S1311.
2) Clerk of the Board's Office to return one (1) original Agreement to HHSA Contracts Unit at Briw Road
3) HHSA to distribute as appropriate.
