Background
On October 5, 2012 the California State Board of Forestry and Fire Protection published a Notice of Proposed Rulemaking regarding the State Responsibility Area Fire Prevention Fee (SRA Fee).  The proposed regulation would make permanent the emergency SRA Fee regulations adopted pursuant to Assembly Bill X1 29, Chapter 8, Statutes 2011, Public Resources Code Section 4210, et seq.
 
Reason for Recommendation
The Board of Supervisors has opposed the imposition of the SRA Fee.  The comment period on the proposed regulation ends at 5:00 PM on Tuesday, November 20, 2012.  Written comments received by that time will be considered by the Board of Forestry at a public hearing on Wednesday, December 5, 2012.
 
Staff has reviewed the proposed regulations, and County Assessor Karl Weiland has provided a memorandum to the Chief Administrative Office with suggested comments (Attachment B).  
 
The Notice of Proposed Rulemaking and draft regulations are included as Attachment C.
 
Action(s) to be taken following Board approval
The Chief Administrative Office will submit the Board's comments to the Board of Forestry and Fire Protection following the Chair's signature.
